摘要: The article assesses the dynamics of decision-making process health policy in Brazil from viewpoint Executive-Legislative relations. It examines institutional mechanisms, negotiation strategies and political resources available to introduce, amend regulate laws this social arena. shows that congressional capacity refine proposed by Executive branch is still limited (particularly due both Medidas Provisorias (Provisional Measure) veto power Executive), but concludes legislative Presidents area must be tempered. After all, during period under analysis (1985-1998), Congress displayed enough approve a growing number bills constitutional amendments - significantly greater than Executive’s.
