Advanced metering policy development and influence structures: The case of Norway

摘要: Responding to a global trend of installing smart meters Norway has taken route full governmental and regulatory coordination. The article maps analyses the main influences on developments Norwegian Advanced Metering policy. Based 12 interviews extensive document mapping policy are traced from about 1990 2014, divided into three phases: Before 2000, between 2000 2007, after 2007. It finds that influence push came an increasingly united industry sector, fronted by grid utilities with respective interest organizations. Policy change been boosted years constrained supply, creating incentives for political action. Also at EU level have important attention meters, while consumer groups less influential. national regulator NVE adapted its process include external expertise, in particular companies. findings confirm processes is matter financial organizational resources expert knowledge. Of relevance weak organization private interests these streams, which may be further development distributed generation regulation activities.
