摘要: The Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 was passed in response to the growing threat posed by introduction spread aquatic invasive species into U.S. waters. Through this legislation, Congress recognized that mitigation impacts from dependent upon coordinated research, education, prevention control programs on national, regional state levels could only be obtained through collaboration among various government civil society. This federal act created Great Lakes Panel Species (the Panel) as a prescribed its structure, management, role objectives. Twenty years after Panel’s creation, thesis reviews evolution issue institutional response, explores legislated highly process. Data collected review archival documentation, personal observation, semi-structured interviews. data provide three primary conclusions. First, constraint roles objectives limits perceived ability change dimensions work accomplishments maintain relevancy within an evolving problem. Second, benefit derived membership appears “issue network” in-person attendance at meetings facilitates sharing, learning networking experts agencies region. Third, structure management limit flexibility adapt changes evolve yet it providing formal legitimacy, funding critical staff support.
