A welfare analysis of electricity transmission planning in Germany

摘要: We analyze the electricity transmission planning process in Germany (Netzentwicklungsplan), which separates expansion decisions from generation dispatch. employ an economic modeling approach to two different network settings. In first setting, there is no trade-off between development and dispatch, as currently case Germany. A second setting alternatively allows for such a trade-off, thus represents welfare superior way of planning. Applications with model variants are carried out German system 2035. The results illustrate overinvestment capacity decreased associated Netzentwicklungsplan.
