摘要: Yet, building and maintaining institutions that promote international co-operation is not a simple task, particularly when there are multiple actors in-volved in complex decision-making processes. Institutions designed to promotecooperation along shared rivers may distribute costs beneats unequally,thereby perpetuating existing inequalities.
