Illuminating the Sewol Ferry Disaster using the institutional model of punctuated equilibrium theory

摘要: Abstract The Sewol Ferry Disaster undermined the South Korean government’s efforts to establish country as a crisis-free region. Considering number of fatalities and immensity disaster, legislators passed three acts concerning Disaster: Special Act, Government Organization Yoo Byung-eun Act. strength this study is that it illuminates using institutional model punctuated equilibrium theory (PET), applied in setting. Moreover, elucidates concept events their impact on budgets public attention, primarily Google Trends, examines policy changes following disaster demonstrates inconsistencies PET. authors conducted case subsequent Acts illuminate effect processes. Using prior history Korea, we demonstrated higher propensity for punctuation functions positive feedback after monopoly collapse followed Korea. We also fewer instances negative are observed Korea than United States. Based these findings, PET can be developed larger different settings by future studies.
