Efficient Delivery of Local Public Services in Ethnically Fragmented Municipalities

摘要: Macedonia started its transition from a command to market economy after declaration of independence in 1991 the former Yugoslavia. In 1991, ethnic Albanians abstained voting for first Macedonian constitution. Soon claims aim at proportional representation all political institutions, more education Albanian language university level and changes constitution proclaiming be multi-ethnic country made up, on an equal basis, Macedonians Albanians. 2001, immediately parliament ratified border treaty with Serbia, clashed armed forces.
