摘要: Abstract Pollution control generally is moving from the specific to general, local international, reactive measures foresight management, emission based technology forced, and single media managed integrated. These are trends only, but there a persistence behind these trends. This suggests that air pollution legislation regulation will be driven more by international protocols commitments than national interests. Since enforcement remain primarily responsibility because individual countries vary in their enthusiasm meet externally imposed legislation, weak link regulatory chain may well prove practical implementation of legislative intent.
