摘要: This paper examines the efficiency and equity effects of introducing user fees in public health facilities Kenya. These are studied with aid a simulation technique. It is found that through their favourable on quality medical services, clinics would yield welfare gains. However, these gains might involve unacceptable trade-offs. Thus, general, net charges services ambiguous. More specifically, if were imposed across board government facilities, trade-offs be large, for reason, socially politically unacceptable. But, restricted to hospitals, attendant problem not too difficult manage.
