摘要: Transmission systems in the United States and around world have become more difficult to plan under deregulation. Uncertainties generation type, location, pricing coupled with market mechanisms that encourage transfers not designed for legacy transmission system made planner's life difficult. This paper describes planning process regulation, some of issues encountered during present transition a deregulated industry, open questions need be addressed States.
