摘要: In view of the declining groundwater table in North China Plain, this article explores whether, under current farmer groups' irrigation rules and their enforcement, control on water use can be high. This first whether sample's rule designs enable potentially excessive to monitored sanctioned. It then examines potential monitor sanction is exploited given stakeholder constellation. The results study show that delays handover could only sanctioned one case. many cases, design leads a low back monitoring with sanctioning, which why becomes less effective.
