摘要: By law, US food aid relies on commodity procurement in the US. A powerful political coalition of farm groups, shippers and relief agencies vigorously supports these in-kind donation. As an alternative, local aid, Africa, has attracted growing interest because its potential to reduce landed costs speed delivery times. For this reason, many donors, other than US, have switched regional commodities. This paper reviews experience with Zambia.
