摘要: The measurement of performance in the public sector has become increasingly important recent years and it is now commonplace for transport organisations, local national governments, to publish goals service supply quality. Such commitments, when time referenced, are known as targets. This paper, explains how changes management style, consumer rights legislation, contractual obligations other factors have combined make management-by-targets common sector. advantages disadvantages illustrated through discussion processes experience setting targets UK policy. We conclude that while some had a significant impact on policy makers, managers their agents, effects not always been intended.
