摘要: Over the years, more and sophisticated e-government systems are being created to reach out both businesses citizens alike. However, many such projects have been fraught with difficulties due myriad barriers which may hinder adoption inhibit progress during various phases of implementation. Against this backdrop, an example a country advanced agenda successful track record is Singapore. In study, we first propose 3-stage theoretical framework that takes into account implementation corresponding change intervention actions address barriers. We then demonstrate refine applicability proposed in context Singapore Government’s experience implementing CORENET project construction real estate industry.
