摘要: The UK is required to report projections of greenhouse gas emissions and removals from Land Use, Use Change Forestry (LULUCF) activities for carbon budgets under the Climate Act, European Union Monitoring Mechanism Framework Convention on Change. now requires emissions/removals 2050 (the target date 80% reductions below 1990 baseline in Act). Such an undertaking more complex cannot use simple trend extrapolation 2020 projection methodology. policies aspirations (e.g. achieving a certain percentage forest cover by 2050) need be taken into consideration. Projected land change also needs internally consistent, i.e. increased area one type will matched reduced another. Projections have been made stock changes (resulting net CO2 emissions) CO2, CH4 N2O arising LULUCF reported latest (1990-2009) inventory. Three scenarios (High emissions, Mid Low constructed. Separate developed each country (England, Scotland, Wales Northern Ireland) combined total UK. assumptions underlying were group representatives DECC, Defra, CEH Devolved Administration governments (see Annex 1).
