Major challenges of integrating agriculture into climate change mitigation policy frameworks

摘要: Taking the European Union (EU) as a case study, we simulate application of non-uniform national mitigation targets to achieve sectoral reduction in agricultural non-carbon dioxide (CO2) greenhouse gas (GHG) emissions. Scenario results show substantial impacts on EU production, particular, livestock sector. Significant increases imports and decreases exports result rather moderate domestic consumption but induce production non-EU countries that are associated with considerable emission leakage effects. The underline four major challenges for general integration agriculture into global climate change policy frameworks strategies, they strengthen requests (1) targeted flexible implementation obligations at level (2) need wider consideration technological options. also indicate globally effective emissions requires (3) multilateral commitments limit may have (4) consider options tackle GHG from side.
