摘要: Governance offers a broad perspective on the functioning of society. It is assumed that governance takes place between many rather than few actors. Networks play an important role in study governance, signifying not only multitude actors, but also different types actors such as public and private organizations or civic engagement. There emphasis processes governing structures government. To put it otherwise, highlight ‘soft’ coordination mechanisms, negotiation, alliance formation cooperation, contrast to ‘hard’ methods command control (Kersbergen Van Waarden, 2004).
