摘要: The design of complex artifacts, for example civil structural and infrastructural systems, is based on the premise that their performance can be predicted evaluated with sufficient confidence engineers, clients other stakeholders jointly to make intelligent informed decisions. This requires a shift away from current prescriptive codes, which tend implicitly conservative do not properly account consequences damage or failure an artifact, toward process codes more firmly rooted in realistic prediction probabilities failure, associated consequences. There also need risk-based code normative comprehensive way risks. chapter proposes capability approach design, herein called capability-based design. We argue capabilities provide requisite framework conceptualizing risk assessment, evaluation, management. Finally, offers concrete guidance engineers making choices balancing competing constraints.
