It sees Directive as a response to recent economic, political and social changes related water management, including shift from government governance, liberalization markets emergence new set institutions, actors, etc. their respective relations (i.e. capital). The focuses on key points disagreement between Council Ministers Parliament that threatened prevent being materialized interprets this controversy culmination conflicting interests different actors at local, national levels.
