In search of failure: guidelines for ministries of health.

摘要: Experience indicates that while ministries of health presumably seek to improve service delivery and peoples status they often seem act as if are actually trying fail by providing few inadequate services in limiting improvements status. In order assure failure can proceed follows: select high-sounding but unattainable goals; funding for the sector; centralize all decision making; establish an unwieldy management information system; post untrained personnel move them often; create illogical organizational structure; ineffective use supervision; decentralize administrative structure not authority; delegate little authority over money people possible; limit communication; target relatively well-off; donors creatively. Ministries which desire succeed must acknowledge their fundamental system flaws commit correct them. No innovative program nor influx resources will achieve desired results until a given ministry creates rational policies procedures well sound structure.
