Barriers to implementation of a prenatal care program for low income women.

摘要: By the middle of second year Michigan Prenatal/Postpartum Care (PPC) program to provide pregnancy-related services low income women who were ineligible for Medicaid or other insurance, only 25 per cent participating health departments enrolling greater than 90 contracted potential clients. Using a survey directors and relevant state documents, we identified several barriers successful implementation: institutional (program complexity, high levels administrative concerns along with communication between local providers); economic (inadequate resources provider reimbursement, outreach, transportation, high-risk pregnancies, overhead); psychological (servicing populations multiple hard care problems, discomfort traditional informational (insufficient information about infiltrating target community).
