摘要: How should we conceive of the relationship between European citizenship and national from a normative perspective? While Treaties assert supplementary nature vis-a-vis citizenship, advocates trans- supra-national perspectives have agreed with Court Justice that Union will ultimately supplant or subsume citizenship. By contrast, draw upon demoicratic stakeholder theories to defend primacy over Taking cases political welfare rights, argue member states may special duties second-country nationals stemming social contract, but these must be balanced against rights citizens contract.
