摘要: NCHRP Project 3-80 was initiated to develop guidance on the effective use of traffic enforcement strategies in highway work zones. Traffic is viewed by many as one most means available for reducing speeding and other undesirable driving behaviors that compromise safety a zone. However, practices nationally vary widely philosophies used zones, administrative mechanisms applied establish maintain zone program, payment methods efforts, techniques supplement enforcement, public information dissemination employed support region. In this report, results are described three research efforts performed facilitate development topic: 1) determination whether driver opinions, perceptions, related risk violating laws zones differ depending region predominantly passive (positioned with lights flashing attract attention reduce speeds) or active (pursuit violators issuance citations); 2) effects using an officer vehicle traffic-calming (passive enforcement) mode upstream where queues speed, deceleration, erratic maneuvers approaching queue; 3) generalized economic analysis potential crash cost reductions associated provision undertaken determine AADT thresholds at which benefits providing exceeds costs enforcement.
