摘要: Transportation investments are nearing $1,000 per capita annually in the U.S., and Highway Trust Fund has been depleted. Such significant budget-constrained contexts demand careful decision-making thoughtful cost-benefit analysis. A toolkit developed for comprehensive assessment of network expansion pricing projects with only project expenditures, link attributes, traffic counts as required inputs. The uses a self-contained travel model to predict future alternative scenario volumes, speeds, crash counts, emissions toll revenues, while providing project-summary measures, including net present value benefit/cost ratios. seeks provide early major along abstracted networks, using hundreds coded links (rather than thousands), results matter minutes days). This paper describes develops two case study sites, each several scenarios. first examines capacity highly congested on periphery Austin, Texas, second focuses strategies reduce central Austin (through tolling reduction projects). Toolkit show which merit further consideration by summarizing monetizing impacts across
