摘要: The transport sector was an early in which social cost-benefit analysis applied. Whilst the pioneering studies of M1 motorway and Victoria line underground railway were essentially ex post that independent decisions to proceed with this projects, by 1970’s technique being extensively used central government appraise trunk road schemes, investment closure proposals. Local authorities more resistant its use, often preferring simple point-scoring assessments against a range objectives. However, they increasingly forced use it when making case for grant-aid towards costs projects.
