Funding higher education : the contribution of economic thinking to debate and policy development

摘要: A major challenge faced by governments everywhere is the reform of finance higher education (HE) in response to pressures rising private demand for HE and heavily constrained public budgets. Recent experience industrialized, transition developing economies shows a world-wide trend towards greater reliance on tuition fees student loans expansion HE. This paper examines influence economic thinking last 20 years debate policy selected Organization Economic Cooperation Development (OECD) countries (including Australia, Sweden, U.K. U.S.), (Hungary) (Ethiopia South Africa). The three concepts discussed detail: (i) as social investment estimates rates return), (ii) cost sharing, (iii) income-contingent loans. reasoning, using these concepts, has had significant impact finance, but other influences, including politics, administrative legal issues have also been important determining outcomes. concludes that made contribution formulation implementation administrative, legal, should not be underestimated.
