摘要: The effects of changes in regulatory processes and the choice policy instruments can be predicted if there is an understanding what happens while are taking place. Pressures for on existing institutions arise from changing economic political situation, techniques employed usually left up to agency define. A structural model interactions proposed which predict environment better than ''Averch-Johnson'' that used analyze ''rate return'' regulation public utilities.
