摘要: As the costs associated with hazardous events continues to rise, many researchers and practitioners argue that social, economic, human losses attributed these can be significantly reduced through a variety of risk reduction preparedness programs, as well greater understanding political processes work create vulnerability. This paper explores various approaches vulnerability underlying affecting levels. Empirical research was conducted in Waterloo, Ontario, Canada key informants (n = 25) working emergency preparedness/response or community organizations.
