摘要: Patterns of crime should be seen as the outcome crime-control policies and distribution opportunities. Such are often argued to have limited effect displacing crime, that is, substituting new crimes for prevented crimes. Displacement alone is an inadequate concept; a better formulation centers on deflection from target. Some patterns deflected can regarded "benign" displacement, while others considered "malign." Thus conceived, used policy tool achieve more "desirable" pattern crime. It already so used, inter alia, by insurance companies with commercial motive.
