摘要: Agriculturally, the state of Jharkhand belongs to category complex, diverse, and risk-prone (CDR) region home relatively high level resource-poor marginal small farmers (M&SFs). Moreover, being a rainfed state, delayed onset early withdrawal monsoon with asymmetrical distribution, increased incidence droughts including terminal ones, unseasonal heavy rainfalls, extreme temperatures vulnerability, variability in yield, yield gaps affecting food nutritional security seriously. In addition poor adoption diffusion new technologies, apply comparatively low external inputs, therefore, production productivity remained low, unsustainability is hallmark agriculture. To increase productivity, ensuring timely supply quality seed suitable varieties adequate quantity at affordable price critical importance. both replacement rates (SRRs) varietal (VRRs) are very poor, thus performance. At national level, formal sector comprising public private industry advanced ranked fifth globally, but regional it varies particularly low-input environments like states eastern country, typically represents this category. The infrastructure related production, processing, storage, distribution nascent stage always depends on agencies. With objective SRR VRR adopted as well newly released was taken up massive scale using participatory approach during 2016–2019. chapter, practical experience difficulties encountered have been presented. However, country formulating various legislations, policies, well-designed regulatory framework light international instruments, agreements, conventions, other laws for fostering growth domestic well-being Indian farmers. implementation execution measures ensure availability local requires good governance. governance has converted into cereal, coarse pulses, oilseed crops contingent whole process also culminated growers’ lost confidence. major qualitative impact failed (PSP) program reflected by less area coverage, virtually among all cereals, crops. Based upon experiences gained so far, learnt that along institutional support needed every step certification, procurement, improve chain effectively efficiently. Without governance, would likely be jeopardized.
