摘要: Recent emphasis on reforms of environmental regulation has led to suggestions for strategies which maintain standards but allow the needed flexibility and cost effectiveness. The transferable discharge permit (TDP) is one such strategy water pollution control recently adopted in Wisconsin. In this article, potential substantial savings from trading TDPs demonstrated using data Fox River A simulation model quality (Qual-III) a linear programming abatement costs determine optimum pattern discharge. Reaching that proposed orders shown be feasible. Varying conditions flow temperature can accommodated trade coefficients accurately estimated through interpolation. calculations demonstrate value feasibility flexible regulations governing abatement.
