An Evaluation of The Commercial Fishing License Policy in The Philippines

摘要: In the Philippines, current licensing policy for commercial fishing does not significantly contribute to general goals of fisheries management. It is a failure as monitoring tool evidenced by absence comprehensive information system on fish catches, effort and area operation. Fisheries also revenue generation government because low baseless fee system, i.e., five-ton boat pays total P1,265 pesos or US$23 while 500-ton US$ 128 cover registration fee, vessel gear license, cash bond covering period three years. The entire indus try, excluding unregistered boats, contributed an average US$40,000 1.2% national budget allocated marine Comparing among countries, data shows that ratio management costs landings estimated at US$1.9 Philippines compared US$103 US$143 Japan United States, respectively. On microlevel, studies show licenses, when considered part operating costs, comprise less than 5% cost. access limitation has yet determined number licenses can be distributed; thus, anybody who pay license given one. Two techniques are being piloted ADB-JBIC fundedFisheries Resource Management Project rationalize mainly revising schedule: (i) economic rent (ii) cost -recovery.
