摘要: Many recognize the role of public policy in catalyzing action to address climate change. Attention has turned theories change, focusing on agents and their activities. Less clear, however, is relationship between effective change actors, context, strategies. We therefore ask: what extent do kinds institutional settings, entrepreneurial strategies influence change? Drawing from experiences a subnational jurisdiction Canadian Arctic (Northwest Territories), following findings emerged. Firstly, occurred due efforts wide-ranging collective actors. further suggest that more attention focus upon structures which they operate. These aspects include modern treaty devolution agreements; mechanisms provide people with opportunities engage within formulation processes; attempts at incorporating alternative viewpoints; dispersed communities; experience decentralized electricity. In addition, by attempting align features unique region help foster included capitalizing events (e.g., low water levels affecting one hydro-based electricity systems populace heightened awareness change); issue linking (climate energy security, self-reliance); fostering networks involving insiders outsiders fashion; utilizing promising venue (an charrette). essence, key feature many are state flux. posit these open or fluid ecologies entrepreneurship can possibly thrive.
