摘要: Many recognize the role of public policy in catalyzing action to address climate change. Attention has turned theories change, focusing on agents and their activities. Less clear, however, is relationship between effective change actors, context, strategies. We therefore ask: what extent do kinds institutional settings, entrepreneurial strategies influence change? Drawing from experiences a subnational jurisdiction Canadian Arctic (Northwest Territories), following findings emerged.
