摘要: The Haiti earthquake of January 12, 2010 provided a unique opportunity to further our knowledge concerning “mass invacuation” planning processes. No systematic research assessment has been undertaken look at how host communities manage the process receiving evacuees, providing immediate mass care, and resettling displaced individuals. This focuses on initial phase evacuation/invacuation Earthquake, from day after (January 13, 2010) through April 2011. data collected as part an NSF-RAPID grant, collaborative proposal between University Delaware North Texas, organizations are units analysis, we have used qualitative interview techniques collection method. Reviewing highlighted challenges faced by public sector emergency managers they interacted with attempted integrate unconventional response into Incident Command System. Lindell Perry (2007) state that in order for preparedness emergencies be effective, stakeholders every level need included. Further findings may suggest alternative can plan train evacuation events or conventional responders them within ICS modular structure. Thus, seldom play role disaster better integrated functions when necessary. Overall, disasters likely occur more often future, leading evacuations increasingly complex responsibilities that, past, not played (Quarentelli 1990). In meet needs future invacuees/evacuees, public, private, nonprofit find new solutions towards collaboration training while simultaneously meeting current NIMS requirements.
