When does cooperation win and why? Political cycles and participation in international environmental agreements

摘要: Is there a strategically beneficial time for political leaders to make international environmental commitments? Based on the cycles theory we argue that have incentives delay costly ratification of agreements post-electoral period. However, cost participating in these are often lower developing countries, and they may benefit from indirect gains, which them more prone ratifying pre-electoral These hypotheses empirically assessed by studying process 48 global censused ENTRI database 1976 1999.
