Energy Vision Strategies for the EU Green New Deal: A Case Study of European Cities

摘要: There are three strategic levels for successful energy planning in cities: 1) Integration strategy integrating into urban institutions; 2) Practice developing suitable practices institutions, and 3) Vision the creation integration of visions scenarios required long-term decarbonisation. The vision is critical but not well researched focus this article. Using Strategic Energy Planning (SEP) as an analytical framework, eight forerunner European cities analysed. Some elements SEP include use targets, holistic system thinking, retention scenarios. results indicate that level understanding practice still deficient cities. Cities often planning, which does fit very with particularly strategy. mostly focuses on shorter-term goals actions, they abandon once extracted. However, through trial error, some finding ways forward. article concludes several recommendations, need to see retainable servants providing information desired by planner, rather than serving a guide planner.
