Benchmarking the effectiveness of mitigation measures to the quality of environmental impact statements: lessons and insights from mines along the Great Dyke of Zimbabwe

摘要: The environmental impact statement (EIS) plays an important role in informing decision makers about the likely impacts of development projects on environment and suggesting mitigation measures for addressing such impacts. Increased effort to improve quality EIS has been a focus its proposed their effectiveness. There is, however, lack studies Zimbabwe’s mining industry. Following conceptual framework as indicator effectiveness, this paper assesses influence effectiveness measures. Twenty-two purposively sampled EISs mines operating along Great Dyke Zimbabwe were reviewed using modified Lee Colley (Review statements, Manchester EIA Centre, University Manchester, 1992) review package Mitchell’s (EA Magazine IEA EARA 28–29, 1997) hierarchy guidelines. Results show that 77 % are satisfactory quality, while 51 % adverse reduction. deficiencies traced vagueness regulations regarding baseline data collection analysis conceptualization mitigation. Based results, it is suggested more efforts should be aimed at reviewing order EISs.
