摘要: Many environmental challenges facing the world today such as climate change, water and air pollution, species endangerment are consequences of productive economy, agriculture, land development, industrial production. Solid waste is different. The consumer, not firm, generates bulk solid waste. consumers produce while at home or work unsightly, odor, threatens fresh groundwater supplies, contributes to airborne dioxins. When looking for policies improve things, must examine their own choices habits. Economists promote incentive-based policy approaches quality lowest cost economy. Although cap-and-trade programs taxes appear sporadically across landscape, nowhere more common than in market Thousands municipalities globe require pay each bag contributed collection agencies subsidize consumer recycling efforts – both examples taxes. With emphasis on market-based policies, microeconomic theory welfare economics perfectly suited study evaluate policy. This article summarizes economist's view disposal recycling.
