摘要: Swedish municipalities have traditionally had significant powers and played a major role in implementing national energy strategies. This paper describes the factors influencing development of municipal climate plans five assesses relevance importance these from theoretical practical perspectives. The questions raised are: what are characteristics planning processes municipalities, do include stakeholders process, if so how? Results suggest that number influence strategies their content.
