摘要: As federal funding programs become more flexible, tools are required to enable upper level decision-makers assess tradeoff of investments across varying transportation assets. The impact allocating funds one asset versus another must be considered when making current decisions. Asset management systems currently used by agencies, namely bridge and pavement systems, do not consider other classes developing or needs estimates. One theoretical approach would employ the same predictive optimization models for all types This may necessary separate maintained, assuming that relational data accessible ensure compatibility eliminate duplication. With existing models, economic measures and, again theoretically, outputs synthesized develop joint programs. However, output quickly becomes an issue. For instance, benefit-cost ratios improvements take precedence over activity, which in turn maintenance, repair rehabilitation (MR&R). Under constrained scenarios, therefore, a potential situation arises where allocated with MR&R activity deferred. Such result is unrealistic does adequately reflect network-level preferences upper-level decision-makers. Furthermore, this limits considerations deemed important these decision-makers, such as safety, preservation investment, effect on environment, rideability, user costs, mobility issues. A framework developed proposed permit measurement system indices reflective decision variables. provides basis comprehensive, integrated approach. Application procedure outlined discussed.
