Yet recovery hesitant with many developing countries facing serious problems adjustment. recent decline oil prices, interest rates, and inflation will provide a stimulus to developed alike. But debtor countries, particularly exporters, find it hard maintain near term. effects have been much weaker for low-income Sub-Saharan countries. Part I report explores policies required restore world. It stresses importance maintaining that both reduced moderated distortions their markets. Of concern however increase international trade restrictions, if are attain sustainable growth, reform domestic institutions must be accompanied by effort towards freer trade. 2 suggests gradual liberalization should high priority action agriculture.
