Fuel poverty and energy savings obligations: natural bedfellows or enemies?

摘要: Energy savings obligations (or white certificates) are increasingly used to reduce carbon emissions. While the energy were originally intended as reduction and not fuel poverty policies, due recognition of potential for regressive outcomes they often include provisions vulnerable low income customers. Intuitively, reducing emissions alleviating seem be two sides same coin. There are, however, considerable tensions between when addressed through obligations, particularly arising from potentially impacts rising prices resulting such but also complexity targeting poor households implications deliverability. Despite those tensions, UK government decided use Supplier Obligation, main policy poverty. In light proposals, this paper provides an analysis alleviation within outlines British assesses its rules identifying poor, a critical planned changes.
