摘要: The main thesis of the article assumes, that honesty and effectivenes or eficacy are complementary values political action. This claim is still valid especially in conemporary normative theory. Meanwhile, results empirical research shows, voters perceive both these features, as contradictions author analyzes key reasons this contradiction indicates conditions its limitations.
