摘要: We study the history and current state of relationship between small-numbered indigenous people living in Arctic Zone resource extraction companies with respect to common land areas. The experience USA, Canada, Nordic Countries Russian North is considered. Our analysis shows that large-scale industrial development have drastically affected social, economic ecological environment people. behavior local governments towards protection peoples' rights differs depending on lobbying force companies. If establishment native peoples titles doesn't threaten interests nature management companies, are trying strictly maintain a fair institutional framework interaction communities. Otherwise, managers do what they want government follows their needs.
