摘要: This volume presents a preliminary framework designed to help international development partners consider the relevance of political economy issues for their programmatic support decentralization and local government reform. The intention is neither advocate in general or any particular form, nor presume privilege objective. Instead, purpose document potential value better understanding how (primarily national intergovernmental) institutional dynamics do could affect scope realizing reforms aligned with commonly advocated service delivery, governance, poverty reduction goals. underlying premise that systematic analysis these can productively complement dominantly technical diagnostic work typically carried out by partners.
