摘要: Abstract Coal is China's most important primary energy source, and supporting the rapid economic growth going on there. However, reverse geographical distribution of coal production consumption results in a high cost transportation low efficiency utilization. To ease pressure transportation, to mitigate pollution eastern coastal regions, China has kicked off strategic west–east transfer industries that requires movement power projects arid northwest regions. Under this framework, regulation focused “clean production”, “consumption reduction” “reuse”, rather than conservation protection water resources. This study found areas are unable accommodate fully planned scale coal-fired industry. Moreover, subsidiary chemical industry, even if electric development determined according need for production, problematic because current demand industry exceeded “allowed withdrawal”. Given limited saving potential huge demand-and-supply gap, it also unrealistic balance by combination right diversion from agriculture. synergies between urgently needed, order provide scientific technological support laying out new industries. A critical change should involve conciliation conflicting policies or plans before implementation begins.
