An academic analysis with recommendations for water management and planning at the basin scale: A review of water planning in the Segura River Basin

摘要: Abstract Water resources management is particularly challenging in water-scarce basins, where low water availability combined with a potential demand exceeding the supply capacity of natural system. This case Segura River Basin south-eastern Spain. paper aims at analysing usefulness incorporating new hydrological data and perspectives to improve understanding help promote more integrated planning Basin. In this basin, agriculture amounts approximately 1366 hm3/year accounts for 80% total blue use. The forest use soil 3065 1962 hm3/year, respectively. unaccounted virtual trade also relevant helps mitigating scarcity basin. basin net water-exporting region, an average export 1598 hm3/year, mainly form fruits vegetables, imports 1253 hm3/year, related feed pig farms. Virtual are four times larger than disputed transfer rate from other river basins. productivity analyses by sub-sectors useful economic rationale activities. Two types coexist namely, intensive industrial occupational farming, which maintain territory landscape. From Mediterranean country perspective, analysis recommends considering climate fluctuations temporal variability trends use, moving beyond values considered plans. Groundwater reserve depletion continues occur 231 hm3/year, as wells currently cheaper using desalinated farms, it does not cause boron-related quality problems irrigation. If socially costly administrative measures taken, groundwater will continue.
