If at first you don’t succeed: Evaluating stakeholder engagement in global environmental assessments

摘要: Abstract Engagement with numerous stakeholder groups is increasingly popular in global environmental assessment (GEA) processes. This paper explores to what extent engagement has been successful a few selected GEAs, focusing on major limitations and downsides of particular methods for engagement. addresses gap the literature regarding empirical analysis different direct indirect practical implications Exploring these necessary appropriately evaluate both objectives Our cases are (1) regional consultations UNEP’s Fifth Global Environment Outlook, (2) its Summary Policy Makers negotiations, (3) negotiations Working Group III contribution IPCC Assessment Report. The qualitative evaluation draws 99 interviews GEA authors, government representatives other stakeholders identify challenges GEAs. As an outlook, we highlight three promising options improve engagement: (a) organization via Multi-Stakeholder Advisory Body, (b) finding place deliberation negotiation producing Makers, (c) co-producing multiple summaries targeting specific target audiences jointly stakeholders. article part special issue solution-oriented assessments.
