摘要: This paper explores the context, problems, quality, and challenges of local governance in four Central Asian countries: Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan. The prime focus is on question whether governments this region perform their functions an effective efficient way. It looks at conditions – contextual, structural, institutional human resource as factors for explaining capacity region. These questions will be investigated with reference to academic literature policy papers topic. findings indicate that Asia do not have real adequately address needs concerns citizens, they are heavily dependent central government all issues, it taxation, service delivery, development, or privatization. study suggests reform simply a matter introducing Western-style structures granting more autonomy actors. is, importantly, about understanding socio-political context promoting socio-economic change.
