System dynamics model of research, innovation and education system for efficient use of bio-resources

摘要: Abstract Due to a growing concern about climate change and sustainable development, it is necessary develop implement an effective policy for promoting of bio-economy. Latvia, as many other countries, lacks fossil energy resources; however, abundant bio-resources can be found on the land in water well residues waste. More efficient promotion rendering one possibilities promote development. It also helps reduce impact promotes adaptation it, reduces import dependence various resources materials. Latvia faces number shortcomings, such lack funding education, research insufficient cooperation between universities industry, which drags use bio-resources. In order bio-economy sector, there need coupling human with relevant skills knowledge adequate institutional capacity, including infrastructure financial resources. understand interaction above mentioned elements time required policy, aim study was create model design policy. System dynamics modeling chosen method since suited analysis complex dynamic systems nonlinearities, i.e. feedbacks, accumulation delays. Until now, most system models have been developed separately education innovation issues, moreover subjects discussed level individual companies. this study, has built up by combining science, elements, assessment different scenarios carried out. The results show that, under assumptions made, scenario highest share infrastructure, development projects, could more terms potential generate high value added products than allocated education.
